Do you mean like https://rcmassmadeira.org/people-helping-people-charity/ ? Father Bernardino established it in 2010.

We purchased a home here to return to my roots, our home is about 50m from where my Avá grew up. As a child growing up in California we several times had a dog chained up in a pen, apparently something my father learned from his father. But they were still pets and always well fed. After getting married, my wife trained me to treat our pets like family. I suspect you know what is the right thing to do. These animals are God's creating and deserving of affection and care. I also am not trying to make an excuse for private individuals trespassing, matters like this need to be referred to the authorities.

“...excuses...” HoHo... . Anyway, now I understand why so many expats want to buy land on our country side: to save our people and animals from their backward unhappy lives. We appreciate your selfless efforts to get us out of our misery.
May I ask when the likes of you will set up an NGO to feed our hungry people — you know, something like Ajuda Animais de Cães, but this time going around to look especially after our sweet kids to ‘save’ them out of their misery. I’m sure such sweet phantasies come easily to minds like yours.

So, as I understand you, it's important not to video & trespass.
The country side inhabitants
Of Madeira
Seem to be let down by so many uneducated in the ways of looking after pets
These uneducated
Their family foundations of the past obviously were bad with no love showing too them ..

As for the excuses coming from Lucas
The principals should be welfare of people and animals

Don't have animals / pets if you can't call them and treat them as family..so simple

Certain Traditions needs to change with the times.
Otherwise those that don't change
Will live their backward unhappy lives

That says everything I intended to say. Thanks for that one.
Anyway, there are clear legal procedures for rescuing an animal in Madeira, and they exist to prevent exactly the kind of chaos that certain people seem to celebrate. The process is simple — so simple that even individuals like PJ or ‘Bruce Lee’ should be able to follow it. The rules are:

Collect evidence.

Approach the owner, talk to them, offer help — including calling the Câmara and informing them about the Provedor dos Animais da Madeira. If necessary, offer to purchase the animals.

If the owner refuses all cooperation, leave and contact GNR and the Provedor.

GNR, the Câmara, the Provedor and the municipal vet decide what happens next — especially when there is imminent danger to the animals’ health or life.

AAAC does not follow any of these steps.
Instead, they deliberately create escalatory situations to engineer emotional shock-content for social media. That appears to be their business model. And yes, they fully understand the risks — because AAAC has been around long enough, and they are Madeirense themselves. They know perfectly well that in the countryside almost every home has a weapon. They know how many lawsuits they have accumulated for ignoring the law. They know the correct process.
And yet they choose to act outside it.

**In rural Madeira, an unwritten customary principle has applied for centuries: FAFO — ‘fuck around, find out.’ AAAC is fully aware of this principle and acts in deliberate disregard of it, consciously exposing themselves to potential harm while instigating escalatory situations, particularly affecting socially disadvantaged and more vulnerable individuals who depend solely on this customary order for protection and guidance. In doing so, AAAC seeks to exploit this principle to play the ‘victim card,’ portraying themselves as the injured party — a narrative they then eagerly disseminate across social media.

Given the recent hospitalization of an AAAC staff member resulting directly from their own deliberate provocations, it is imperative that the justice system enforces the FAFO principle in a controlled legal context, making clear that authority resides with the law and police, not with self-appointed ‘sheriffs’ like AAAC who manipulate situations for clicks and donations.”**

The irony gets even darker:
AAAC repeatedly appears at certain properties to “rescue” puppies — while deliberately leaving the unsterilised mothers behind. One year later, they return to “save” the next litter. A self-perpetuating cycle of staged misery, created and maintained by the very organisation claiming to fight it.

Why?
Because there is an endless supply of naïve followers — the PJ and ‘Bruce Lee’ type — who blindly consume whatever dramatic narrative AAAC manufactures. For them, the performance matters more than the law, more than safety, and certainly more than the long-term wellbeing of the animals.

But Madeira is not governed by whichever NGO shouts the loudest.
Madeira is governed by law.

And considering that AAAC’s actions have already resulted in one of their own staff ending up in the hospital, it is past time for the courts to deliver a decisive message:
self-justice is not tolerated on this island — not by residents, not by outsiders, and not by organisations that mistake themselves for private sheriffs.

As for those who support such illegal theatrics: learn the law — or return to your own country and continue trashing it, but leave Madeira out of your chaos.
Here, we — the Madeirense, at least most of us — insist that the law governs.
Not your staged drama, not your donations, and certainly not your self-proclaimed ‘heroism.’

For those who call me an ‘idiot’: read carefully. First, I take it as a compliment to be called that by imbeciles and morons. Second, I merely tried to be helpful and provide some context — but since that clearly isn’t wanted: stay stupid.

Michael, I am responding directly to you because I believe Lucas has some mental issues and I don’t waste time with idiots. You will know that the vermin that mistreat animals will never allow people on their property to take away mistreated animals. You can never condone cruelty to animals and violence against women no matter the circumstances. I do agree with you that this is a systemic problem which needs to be addressed by the authorities, pass laws against multdog ownership, no chaining up of animals etc. We can’t keep turning a blind eye to this anymore

And about the dogs: As far as I learned about treatment of animals in Madeira: Almost no one really cares about their dogs, no dog training and exercise nor enough space is given to most of them. Just something one needs to have if he/she owns a property. For apparent protection against burglars. And as no one trains those creatures, they are barking the whole day for no reason. To be honest, I hate that.
About the case: NO one is allowed to enter private property for any reason except some officials (like the police), but even them need some documents to be allowed. Especially no girls, boys, adults, kids who wish to take away someone belongings, even if the belonging is alive and mistreated (whoever defines what a proper treatment is). If someone does, taking care or "saving" is turning into stealing and breach of the peace. Both is a good reason to call the police (as well as beating someone, even a burgler).
Why does the "Help Feed Dogs" organization believe that they stand above the law? Because it is for a noble cause?
