Why? There is no political will in doing so. But as long as the same politicians are elected year in year out, nothing will ever change. My neighbor a Portuguese from the mainland told me while walking our dogs: Madeira is some 25, 30 years behind compared to Porto or Lisbon or Faro. Why? He asked more to himself? Because in Madeira they fear change.

They were aware the legal extension ran out on 31st December, so it’s just typical arrogance to presume they can take months to raise any objections or suggestions and then expect central government to react in just days or maybe weeks at most. A deliberate political stunt using the people of Madeira as pawns in their Maciavelian games.
