  5. Being a traffic-engineer and having looked at the general European market for Taxis and private-rental vehicles for decades, I both agree and disagree. Surely, the island of Madeira HAS a significant problem with road traffic, especially if tourism-related. The skyrocketing number of car rental companies and the closure of Pico Areeiro mountain-top parking (as a measure of last resort) speak an obvious language. But for the general local public, there seems to be enough capacity in the taxi system, and Miguel Albuqerque seems well advised to prohibit ruinous competition between conventional taxi-drivers and Bolt / Uber operators. In Germany, more than a third of the Uber drivers are committing continuous tax-fraud, and the local taxi drivers do not generate exessive wealth with their income.
    What might be appropriate would be to reorganise the public bus operators outside Funchal (i.e. Rodoeste, EACL and SAM) with better government subsidies so that they might offer at least an two-hourly service to major tourist destinations, providing a viable alternative to the current must-have-a-rental-car situation. (The only exception today is Sao Lourenco with an hourly Service to Machico & Funchal.) But without subsidies from Lisbon or Bruxelles, this seems to be out-of-reach for the Madeiran administration.
    Has anybody an idea about how to start successful lobbying in Bruxelles with the European Parliament?

    1. I may suggest that these companies review their time schedules in view of connections or rather missed connections. E.g. bus 146 coming from the hills ends in Ponta do Sol at 13h00. Bus 142 coming from Ponto do Pargo on its way to Funchal stops in Ponta do Sol at 12h40. – Bus 142 from Funchal to Ponta do Pargo arrives/leaves Ponta do Sol at 12h45 whereas the 146 leaves at 12h30.
      A change by a mere 10 minutes on either side would make this an attractive connection.

    afpop answers: TDVE is the abbreviation for “Transporte individual e remunerado De passageiros em Veículos descaracterizados a partir de plataforma Eletrónica” (individual and paid passenger transport of vehicles demarcated from an electronic platform), which basically means that they are private carriers we are becoming familiar with, such as Uber, Cabify or Kapten (amongst others).

    To obtain a TVDE licence, a driver must have held a driving licence for more than three years and must complete a compulsory training course of at least 50 hours.

    After completing the course (which is valid for five years), drivers must apply to the Institute for Mobility and Transport (IMT) for a TDVE driver’s certificate.

    Their vehicles must also comply with some specific; for example, they must have national registration, have a maximum capacity of nine seats and be not more than seven years old.

    Also, from March 1, it was decreed that each driver could not drive for more than 10 hours a day, something that was not regulated until then, with many drivers working for 12-hour shifts.

    According to the law approved in November 2018, the identifying signs with this acronym must be placed in a removable and visible form, on the right side of the front screen and on the left side of the rear window, without impairing the driver’s visibility. According to the IMT, there are at present more than 6,900 drivers qualified to provide this type of services, with around 200 applications under analysis.
