  3. Interestingly, Madeira is kept as a high-risk area by the German Health Board, even though in Germany the 7-day incidence rate is much larger (135). Madeira has taken the necessary steps to welcome German residents without putting them in horrible and discriminatory “black lists” and without forcing them to quarantine. A test is all is required just like with everyone. When will the German Govt take the necessary steps to welcome people arriving from Madeira in the same circumstances?

    Your information is not correct, as of March 14th Portugal including Madeira is only declared “risk area”, now the lowest category like nearly hundred other states worldwide.
    As the situation changes from week to week due to increasing infection rates not only in Germany, airlines postpone their flights. E.g. TUI cancelled all flights to Madeira till 1st of May.

  5. Sorry to correct you Antonio, the headline under which Portugal is listed says “risk area”, the dates in brackets show only the history of status!
    The German Foreign Office offers the App “Sicher Reisen” where every change in status is published instantly, so I am pretty up to date with my posts 😉

    @Chris, can you confirm from what is in there if the status of Madeira to the German Govt is the same as the other Portuguese Regions? From what is in there, it is not, the German Govt still treats Madeira as a risk area even though the incidence in Madeira is about half the one in German. Crazy.

    1. Antonio, why do you think the consideration of Madeira as risk area is crazy?
      There are detailed rules for this, that are all to be found on the RKI website, if you are really interested.
      It would be better to motivate all Madeirans to keep safe so the numbers come down, we are very close already (incidence is around 80 in the last weeks). I am very proud to live here, with the perfect test center at the airport, with just a few restrictions like curfew at night. And I am also waiting for Madeira to be taken off the list and for more tourists to arrive safely. Madeira has the big advantage of many ALs and no party tourism but outdoor activities. Which makes it easier to control the situation.

      In my opinion, the german government acts too slow or better always too late when numbers go up again.

      About welcoming you in Germany:
      You are right, depending on the region (Bundesland) you wish to visit, you have to be tested and to stay in quarantine for at least 5 days (14 without a second test). But remember that Madeira is an island and there are only a few possibilities to enter, which keeps the tourist numbers low. Germany is sourrounded by other countries and has a lot of work immigration. And already this is enough fore plenty of infections. Every government decides what is the most important factor for the local community. Madeiras is tourism, so the quickly found a solution to open borders again for Tourists. Germanys economic is more based on industry, so the borders are open for workers….
      You cannot open or close everything. Otherwise everybody gets ill or the economy dies.

      1. Hi Michael, I know Germany gets many travelers from all over the world including the ones who drive from the neighboring countries, but you can only get to Germany from Madeira by plane, and you can only entry in Madeira with a negative PCR test, so…

        I said it is crazy because the Germany Govt considers that a region like Madeira which has an incidence about half of the German poses a threat to Germany itself. The incidence rates determined by the German Govt to decide whether a region is high risk or not are completely random. You can only get incidences in the order of 50 with lockdowns. As soon as lockdowns are over there goes the incidence up again. I have said here I have friends in Germany who are absolutely tired and suffering from pandemic fatigue and some of them are quite depressive.
        The incidence rates that the German Govt defined as threshold for themselves and for other countries are absolutely random and people live constantly looking to a counter to check when they will all be put inside home again. This is not a way of living. The German Govt must really find a way where people can have some of their rights back (including travelling) whilst not overwhelming the health system. Locking people is the easiest way but I thought this is not March 2020 any longer…

    To answer your queston, I checked the App of the Foreign Office again, it says (my translation): “In the region Lissabon (identical with Area Metropolitana de Lisboa, AML) and on Madeira the number of new infections was lately more than 50 per 100.000 inhabitants in 7 days, therefore these regions are still labelled risk areas.”

    Have a look at Mallorca, the incidence rate went close to 20 and the island went off the list.

    1. Thanks Chris, but that just confirms what I said in my first post. Germany considers a high risk area a region like Madeira that has an incidence rate (~70) about half the incidence of whole Germany (~135). The incidence of 50 is just one of those random numbers that the German Govt created. So you just have to test less to fit Germany´s requirements. With an incidence rate of 70, the ICU bed occupancy in Madeira hospitals due to Covid is less than 10%. I heard a news report that the ICU beds in Germany were filling rapidly. So, just another proof that these incidence criteria which have nothing else into account are absolutely random. Maybe they are just a placebo for nationals to pretend something is being monitored?
