Driving license and citizen card on your cell phone now have the same value as physical documents

The digital documents available on the id.gov mobile application, a digital wallet, such as a driving license or citizen card, already have the same legal value as physical documents, according to legislation already in force.

The recognition of the same legal validity as that of physical documents to the documents available in the id.gov digital wallet results from an amendment to Law 19-A/2024, published last Wednesday and which came into force the following day.

This legislative change determines that “documents, titles or licenses in digital format and respective data presented in real time to third parties in national territory”, through that application, “are presumed to conform to the original documents, having equal legal and probative value”.

id.gov.pt is a mobile application that allows you to save, consult and share, via your cell phone (smartphone), data from identification documents that are available on the app.

Identification documents issued by the Portuguese State for Portuguese citizens, such as the Citizen’s Card, the Driving License, the Documento Único Automóvel (DUA) or the ADSE health card for public employees, are examples of documents that can be added to the id.gov.pt app by nationals who have an active Digital Mobile Key (CMD).

This Public Administration application allows you to store and consult identification cards at any time, reproducing an authentic and certified image of the identification documents, authentication carried out using the Digital Mobile Key.

  1. I hope that’s going to work, all state departments tend to request a physical paper copy so they can photocopy it to add to the backlog. I can’t see all the departments downloading it from a centralised database just yet.

    1. Ironically, of course, there are so many copies of ID documents, many of them held by organisations without the first clue about data security (and all of them containing enough information for identity theft) that the originals have no “probative value” to speak of.

  2. Me to but the Portuguese like their documents authenticated and stamped and will be very difficult to run away of all bureaucratic process how the things are done around where . I think for this situation will be needing a lot ????????

    1. The insane bureaucracy needs to stop. It’s a hangover from the Salazar regime, much like a lot of legal processes. People are still attending certain things in person it’s very very old fashioned. For example why do I have to get proof of my address in person. I have a rental contract, drivers license, citizen card, passport allowance issued by the government and all with my address. It’s no wonder Portugal is struggling.

  3. Portugal is struggling ? At least in Portugal you don’t take with you a utility bill to prove that you are that person and that where you live was prove of address in that one in Portugal the ID card no need of any utility bills to prove anything in that beats the UK . And this thing of use utility bill to prove who you are and address can be fake by anyone pretending being you at least the ID card proves that you are the and not other person . It was a considerable amount of paper work to fill in when I did return to Portugal in 2018 but after that being done that it nothing else need or required .

    1. I wasn’t comparing anything to the UK. But since you mentioned it, the UK is definitely better, but still not great. I happily put up with it though because I want to be here. Isabel, I’m going to show mercy to you and not even get into what’s was going on with SEF and this new set up ???? I’m sure my fellow immigrants will know exactly what I’m talking about.
